On June 27, the 2023 National Cultivator Revitalization Conference was held in Deyang City, Sichuan Province. With the theme of “Harmonious Countryside, Everyone Participates”, the conference presented the latest achievements of the “Cultivator Revitalization Plan” in rural talent revitalization and digitalization to facilitate rural governance with the help of grassroots governance practices of the “cultivators”, exploring the digital solution to the problems of grassroots governance. Selected by the organizing committee of the conference, Guangxi University stood out from more than 60 authorized training institutions across the country and was awarded the first batch of the top ten training institutions of the Cultivator Revitalization Plan.

The “Cultivator Revitalization Plan” is the first training Plan led by government departments, funded by social forces, and jointly organized and implemented by government-enterprise cooperation in China. In May 2021, the Ministry of Agriculture and Rural Affairs and Tencent signed a strategic cooperation agreement, namely, the “Cultivator Revitalization Plan”， planning to invest 500 million yuan in three years. The Plan focuses on the training of rural governance backbone and leaders of the new agricultural management main body and provides digital tools for grassroots governance backbone free of charge to ensure effective governance at rural grassroots. In April 2022, in the Notice on the implementation of the "Cultivator Revitalization Plan", issued by the Ministry of Agriculture and Rural Affairs, they point out to promote the plan nationwide and achieve the goals of conducting online training for 1 million people and offline training for 100,000 people within 3 years.

In June 2022, Guangxi University was approved by the Ministry of Agriculture and Rural Affairs to become a training institution for the “Cultivator Revitalization Plan”, and Guangxi University Assets Management Corporation. is responsible for the specific implementation. Up to now, four rural governance backbone training Plans and three new agricultural management main body training Plans have been held in Liuzhou, Guilin, Guigang, Hechi, Hezhou, Baise and other cities, covering 29 counties (districts), and a total of 620 trainees have been trained, and the comprehensive satisfaction rate of trainees is above 99%, which has been unanimously recognized by the Cultivator Working Group of the Ministry of Agriculture and Rural Areas, Tencent and other training units.

The conference is the first national conference since the launch of the “Cultivator Revitalization Plan”. Zhang Tianzuo, chief livestock engineer of the Ministry of Agriculture and Rural Affairs, Director of the Rural Cooperation Economic Guidance Department, and Chen Juhong, Vice president of Tencent and Head of Tencent Sustainable Social Value Division, attended the conference. Representatives from the agricultural and rural departments of all provinces (autonomous regions and municipalities directly under the Central Government), excellent grassroots governance representatives and academic experts gathered in Deyang City, Sichuan Province, jointly exploring the answers to rural revitalization, and awarding the “Top Ten training Institutions”.
