The 28th ISO/TC 71 Plenary Meeting Held in Nanning

From November 27 to 30, the 28th Plenary Meeting of ISO/TC 71 “Concrete, Reinforced Concrete and Pre-stressed Concrete” (hereinafter referred to as “ISO/TC 71”) was successfully held in Nanning, Guangxi. This is the first time since the establishment of ISO/TC 71 Committee in 1949 to hold a plenary meeting in Chinese mainland. This meeting was hosted by the Standardization Administration of China(SAC), organized by Guangxi University, Tsinghua University, China Association for Engineering Construction Standardization, China Academy of Building Research and National Technical Standard Innovation Base (Building Engineering), and co-organized by State Key Laboratory of Featured Metal Materials and Life-Cycle Safety for Composite Structures, New Western Land-Sea Corridor Development Institute, Guangxi Road Construction Engineering Group Co., Ltd and Pinglu Canal Group Co., Ltd. Prof. Dr. Han Linhai of Guangxi University, member of the Chair's Advisory Group (CAG) of ISO/TC 71 and convener of Working Group 2 (WG 2) of the CAG, served as the chairman of the organizing committee, and Dr. Hou Chuanchuan of Beihang University, secretary-general of the Working Group 2 (WG 2) of the CAG, served as the secretary-general of the organizing committee.

The opening ceremony of the meeting was held on the morning of Nov. 27, where opening speeches were made by Mr.Wang Naixue, Vice Chairman of the Political Consultative Conference of Guangxi Zhuang Autonomous Region and Secretary of the Party Committee of Guangxi University, Prof. Tamon Ueda, Chairman of ISO/TC 71 Committee and Member of EAJ, the Engineering Academy of Japan, as well as leaders from the Ministry of Housing and Urban-Rural Development of the People's Republic of China. Members of the sub-committee of ISO/TC 71, relevant personnel from the Department of Housing and Urban-Rural Development of Guangxi Zhuang Autonomous Region, China Academy of Building Research Ltd. and other organizations attended the meeting. Prof. Dr. Han Linhai presided the opening ceremony.

After the opening ceremony, Prof. Donguk Choi of Hankyong National University, Secretary General Leng Faguang of SAC/TC 458, Dr. Shingo Asamoto of Saitama University, Japan and Prof. Dr. Han Linhai made invited academic reports respectively.

From the afternoon of November 27 to November 29, the Chair's Advisory Group (CAG) of ISO/TC 71 Committee and the sub-committees (SC 1, SC 5, SC 6, SC 7, SC 8), as well as Working Group 1 (WG 1), Ad Hoc Group 1 (AHG 1), and Working Group 1 of Sub-committee 4 (SC 4/WG 1) held meetings to report and consider the work agenda of the corresponding sub-committees/groups respectively.

On the afternoon of November 30, the Plenary Meeting of ISO/TC 71 Committee was held in a combination of online and offline sessions. The chairs/conveners and managers/secretaries-general of the committee and its sub-committees and groups, and the heads of liaison offices of the committee with other technical committees made reports on their work, and the plenary discussed and voted on the relevant topics of the committee and formed the resolutions of the meeting.

 

The organization of the meeting was highly evaluated by the participants, who thought that the meeting played a positive role in promoting the smooth development of ISO/TC 71 and inspiring the future development direction of the committee.

During the meeting, some participants went to the construction site of Pinglu Canal Youth Hub Project for a technical visit.

ISO/TC 71 Committee was established in 1949, the Secretariat is now located in the Japan Industrial Standards Committee (JISC), the Committee currently has 30 member countries and 63 observer countries (regions), under the seven sub-committees (SC), two Working Groups (WG), an Ad Hoc Group (AHG) and a Chair's Advisory Group (CAG).
